Black rodent, 4" long, 1 1/2 " wide. Legs are very short.
I think it is a COHA, I got a way better look but my camera wouldn't focus :( But it flew off and I was glad to see it again although it was at a distance.

Looked unusual (to me) for a red-tailed hawk but not sure what else it would be. Seen right outside the Walker Art Center, not too afraid of people.
Roughly same size as Eurasian collared doves in area. It also has been reported on eBird
